Not to the same extent. Local application is milder and absorption to the system is vey limited. Even newer versions like Clobetsone is only partially absorbed systemically. Instead, the topical creams mostly act locally relieving the tenacious symptoms such as allergy, artecaria etc. On the other hand cortisone injections or oral administration can defenitely affect more significantly and has to be tapered to reduce withdrawal problems. Same is the case of anabolic steroids, with maarginal variations.
